La gouvernance des ressources minérales - Octobre 2013

The role of the APRM in the implementation of a sound management of Africa’s natural resource endowment and the realization of the socioeconomic transformation of the continent are at the center of the reflections on the African Agenda 2063.

The discussions and conclusions of the Experience Sharing Workshop organized in Johannesburg in October 24 and 25, 2013 by AGI and UNDP - under the leadership of the African Union Commission — confirm this fact. It is the same for the report on the ‘Role of natural resources in the socio-economic transformation of Africa’, published by the Forum on Development Policy in October, 2013.

The APRM, a home grown and Africa-owned mechanism, is an innovative tool that could help improve Africa’s governance standards in the natural resource sector as a whole. The APRM particularly offers a great opportunity to improve state-society dialogue and to renew the social contract between governments and citizens. The purpose of this issue of the Newsletter is to continue and enrich the debate on this capital matter.

Therefor we provide you with the Report of the sixteenth meeting of the Intergovernmental Committee of Experts organized by ECA on February, 13 to 17, 2012 on the theme ‘’Harnessing the African Peer Review Mechanism (APRM) Potential to advance Mineral Resources Governance in Africa.’’

You will find in this issue :
- Chapter 1 : Introduction.
- Chapter 2 : Governance of Mineral Resources : The Building Blocks.
- Chapter 4 : The APRM and Governance of Mineral Resources.
