At the conclusion of the 6th Global Forum on reinventing governance, held in the Republic of Korea in May 2005, participants endorsed the Seoul Declaration on Participatory and Transparent Governance, which called for the creation of the United Nations Project Office on Governance (UNPOG) as a global hub for good governance.

The Centre was established in Seoul in 2006. The Centre aims to support the efforts of UN Member States to improve governance and public administration in order to enhance the conditions for their citizens and contribute to human development. To accomplish this, the UNPOG, led by the Department of Economic and Social Affairs of the United Nations, will serve as the global hub to which governments, civil society and the private sector can recur for information on innovative policies and the government reinvention process, and assistance in capacity building.
