The Observatory of African Public Services (L’Observatoire des Fonctions Publiques Africaines) is a pooling of experience on restructuring African public services: collecting information, assessing common problems, identifying regional programmes and involvement in studies and research are the main tasks with which it was entrusted when it was created in 1991 following the Conference of 23 African Ministers of Public Services.
It is currently made up of twenty six (26) member states which are: Angola, Benin, Burkina Faso, Burundi, Cameroon, Cape-Verde, Central Africa, Comoro Islands, Congo, Côte-d’Ivoire, Djibouti, Gabon, Gambia, Guinea Bissau, Guinea Conakry, Equatorial Guinea, Madagascar, Mali, Mauritania, Mozambique, Niger, Rwanda, Sao Tome and Principe, Senegal, Chad, and Togo.
